Before we mobilize a single machine, our crew works the numbers. We take off the cut and fill from the civil plan, look at whether the site balances, and figure out what has to be trucked in or hauled off. On a large parcel, that answer drives the cost more than anything else on the job.

Choosing the Right Earthwork Contractor in Portland

Picking an earthwork contractor in Portland comes down to whether the crew can hold quantities and hold schedule. On a mass excavation scope, small errors multiply. A quantity takeoff that is off by ten percent, or a haul route that fails in the rain, turns into real money across a multi-acre site.

Before you hire, you can look up any contractor through the Oregon Construction Contractors Board (CCB), and we ask every client to do it.

Any site of this size triggers stormwater rules. Oregon DEQ requires a 1200-C construction stormwater permit for any site disturbing one acre or more, and inside city limits Portland City Code Chapter 24.70 requires a grading permit with an approved erosion and sediment control plan. On a mass excavation job, that plan is a working document, because the site changes shape every week.

In our experience, the thing that decides a Portland earthwork job is the soils report. Willamette Valley silt loam, expansive clay, and a high winter water table all change what can be used as structural fill and what has to be over-excavated and replaced. We review the geotech report before we bid, because the difference between balancing a site and importing four hundred truckloads of rock is usually written in it.

Sites also behave differently across the metro. On flat industrial parcels along Highway 30 and out toward Rivergate, the work is volume and haul efficiency. On hillside parcels near the West Hills or in Happy Valley, benching, slope stability, and runoff control set the sequence before dirt volume does, and the same holds on the west side through Beaverton and Hillsboro.

Mass excavation is the volume scope. Once the parcel is at design grade, our site preparation and grading crew takes it to finish tolerance, and our construction excavation crew handles the foundations, footings, and utility trenching for the buildings that go on it.

Mass excavation is bulk earthmoving across an entire site. It covers cutting the parcel down to design elevations, placing and compacting fill in the low areas, and hauling off or bringing in whatever the site does not balance. A foundation dig or a utility trench is a single targeted excavation; mass excavation is the whole parcel at volume. It is usually the first heavy scope on a commercial development, picking up right after land clearing.

Site development is everything that turns a raw or cleared parcel into a buildable site: mass excavation, cut and fill, subgrade and pad preparation, underground utilities, stormwater facilities, access roads, and finish grading. We self-perform the earthwork, grading, and underground utility portions and coordinate with your other trades on the rest.

Bulk earthwork in the Portland market typically runs about $4 to $12 per cubic yard moved, and the spread is almost entirely about haul. A site that balances on its own sits at the low end. A site that needs unsuitable soils hauled off and structural rock brought in can run well past the high end. Disposal fees, haul distance, and groundwater are the three things that move the number most. We price from your civil plan and quantities rather than a rule of thumb.

A site balances when the dirt cut from the high areas is enough to fill the low areas, so nothing has to be trucked in or out. Balancing is almost always the cheapest outcome, because trucking is the most expensive part of earthwork.
